BELGRADE — Young people and students, switching between playing football and lively dancing at a street crossing at noon in Belgrade, might fool a bystander into thinking they are just out to have a good time.Only their placards, and occasional chants, reveal they are blocking the street to protest against what they believe are rampant irregularities in Serbia’s Dec. 17 elections, which faced unusually sharp criticism from Brussels over the need for improvements in the voting process.
